Biscuit Index shows how public budget data can be used to help citizens better understand how governments spend our tax money.

It draws comparisons between county government expenditure on hospitality and catering (tea and biscuits) against citizen's regular expenses (e.g. food and housing) and social services (e.g. education and health).

Usage

  • Navigate to https://biscuitindex.codeforkenya.org on a web browser.

  • Select a comparison category (e.g. "Monthly House Rent") from the first drop-down menu.

  • Enter the amount (in Kshs.) that you spend on house rent.

  • Select your county from the county drop-down menu.

  • Click on the Submit button

  • Repeat with other comparative values and other counties

The resulting data visualisations show how your county's hospitality and catering budget compares to your monthly rent. Additionally, it shows the equivalent in goods or services that the amount could be spent on for the benefit of citizens.
