Thanks, sorry to ask more stupid questions, but this releasing is the platform itself rather than a new instance (like MigraCode's)?

Yes, this is releasing the common-theme platform itself as a theme in the Hugo theme registry. https://themes.gohugo.io/ (Hi, I'm from the DPG team. 👋 )
