Compiled Tech Tool - 0.8 - All Archs

Working version with wait options and rough basic UI compiled ready for use.

The only functions that require admin is the runtime install and virtual print driver install. These will prompt for admin approval once button is pressed so do not run the tool as admin, let the tool ask for you.

You'll need admin interaction for Addin Runtime and VPD installer when prompted.
