Update workflow to use PyPI Trusted Publisher framework #9

Workflow updates were adapted from CASE-Mapping-Python PRs 67 and 68. The build system was not switched to Poetry because, at the time of this writing, `setup.py` and `Setuptools` are not deprecated.
