[TASK]: Style tweaks for navigation dropdown label and menu in top nav #811

A few small style updates for the navigation dropdown selector in the top nav:

CURRENT

PROPOSED

  1. Reduce font size to --font-body-small

  1. Make sure the dropdown chevron is vertically centered with the text

  2. Remove the border and add a background color (--surface-ground) to the hover state.

  3. When the menu is open, the chevron should change to pi-angle-up

- addresses style notes in #811
- Clicking on the Terarium logo while on home page now opens the navigation dropdown menu
