Cleaning up SIP files

Description

This was an extra file left over after we removed the old bundle SIP bindings. This doesn't impact the actual software as this is a vestigial file that's not installed or used by anything.

Motivation and Context

How Has This Been Tested?

Everything still compiles without the configure.py file and it isn't referenced anywhere in the project.
