What does this PR do?
Update the Ruby packaging scripts to release 0.7.0 as a Ruby gem.
Motivation
Migrate dd-trace-rb to libdatadog.

How to test the change?
You can run
docker-compose run push_to_rubygemsinside the Ruby folder; this is safe because the final step is inputting credentials so you can see that packaging works.
