This PR replaces
mris_sample_parcfrom FreeSurfer with our own python implementation for minor speed-up and fixing the memory leakage issues thatmris_sample_parcshows in some cases ( see e.g. #397 which should be fixed now).This code also finds disconnected islands in cortex labels and fills them explicitly using a mode filter.
A final round of tests should be done before we merge this, but initial tests looked good.
