After removing a group - update all location & user devices

Scenario:

1. Add a group 'test'
2. Add VPN Location X & Y to be available just for group 'test'. Users devices are updated to this new location. Great.
3. Remove group 'test'.
4. I see in Location X & Y that it's now Available for all groups - that is great - this is the way it should be, BUT:
5. Actually no devices of all users are assigned to this location.
6. What I need to do is to Edit this location and just click SAVE - then devices will be assigned to this Location.

Expected behavior:

After a group has been removed all Locations with that group should be changed to "Available to all groups" and all users devices should be updated to be accessible to that location.
