Add option to add roads to the FIAT model

To do first:

• Use OSM to download, create a new function in this python file but then for roads: https://github.com/Deltares/hydromt_fiat/blob/fiat_integrator/hydromt_fiat/data_apis/open_street_maps.py
• Cut the road segments into parts of X meter, where the X is defined by the user. We can take an example from https://github.com/Deltares/ra2ce/blob/master/ra2ce/graph/segmentation.py
• We need information on the road length and the number of lanes (check if this is in OSM) in the road data to calculate the Max Potential Damage with

Later:

• Make a new function in the ExposureVector class
• Enable the user to also input their own data
• Make new function to input a threshold for when the road is fully damaged to create a step function in the Vulnerability class
