This is a large commit, but everything was sort of linked, sorry! 1. Remove the election reminder form. We don't use this anywhere. 2. Remove the sign up server, this isn't used now we use EventBridge 3. Remove the local DB backend, this was only used on the signup server 4. Convert the tests to use EventBridge 5. Ruff and Black on it all
