feat: Added locale aliases and normalization

Description

zh_Hans is now added to the locale list and zh (the previous name) is an alias to it.

Aliases can be added by mapping the locale name to a key name.

Additionally, all locales passed are normalized so pt-br, pt_br, etc. all refer to pt_BR.
