CompatHelper: bump compat for ProtoBuf to 0.11, (keep existing compat) #66

This pull request changes the compat entry for the ProtoBuf package from = 0.11.1 to = 0.11.1, 0.11.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
