dbSNP track needs zoomed out graphics #41

the dbSNP track (https://github.com/ENCODE-DCC/valis-hpgv/tree/dev/src/track/variant ) works pretty well when zoomed in, but the track is so dense it just gives up.

The "dna" track https://github.com/ENCODE-DCC/valis-hpgv/tree/dev/src/track/sequence - basically just interpoates some values so you don't get an empty view when you zoom out.

don't even care what it looks like as long as it looks cool and isn't blank.
