Change Description
I have edited /.github/PULL_REQUEST_TEMPLATE.md to include checkboxes for the "Consensus Changes", "API Changes" and "Documentation Additions" sections. These boxes will be used by developers to indicate to Amazon lambda functions whether or not to parse these sections. They will appear as they do in this pull request and are not checked by default.
Unfortunately checkboxes cannot be added to the section headers, so they are the first line in the respective section. Comments have also been added to explain the syntax to developers.
The text and stylization in this template has also been unified across eos, eosio.cdt, and eosio.contracts.
