Change Description

Resolves #6988.

This PR adds support for the FORWARD_SETCODE protocol feature which forwards the eosio::setcode actions to the WebAssembly code deployed on the eosio account.

This PR introduces a new unit test protocol_feature_tests/forward_setcode_test to test the behavior of this new protocol feature. The reject_all test contract was added to meet the needs of the new unit test.
