Change Description

Added a test to verify that the blockLogUtil continues to stay in synch with the format that nodeos is writing to the blockLog
Fixed error in TrimData logic to prevent fread status return past the end of the index file.
Added blockLogUtil to the bin directory - Resolves Include blockLogUtil in binary packages #7253
