  1. Make multiversion protocol test conditional. 

    The multiversion protocol test does not work outside of the CI/CD
environment.  Add "ENABLE_MULTIVERSION_PROTOCOL_TEST" -D flag to
CMakeLists, defaulting to false, and enable it in CI/CD build script.
