This PR adds a HTML book in Spanish titled "Curso de C++" by Salvador Pozo.

Why is this valuable (or not)?

This course was one of my main resources when learning C++ for the first time. It is currently on its fourth edition, it has been up since the year 2000, and some sections are updated based on user feedback.

How do we know it's really free?

The work is copyrighted (so not libre). However you can access the entirety of its content (and download it) for free, and it has been this way since its beginning.

For book lists, is it a book? For course lists, is it a course? etc.

It is a course. After review, it is more like a book than a course.
