This PR adds the basic code, functionalities, and architectures.

The current API supports the following:

  • Cross-platform dynamic libraries loader.
  • Incremental loading capabilities with a RetryCriteria.
  • Classpath and external jar locators.
  • Current directory extraction and custom extraction directory.
