Tests

1. Be an Expensify engineer. This cannot be tested without our back-end development environment.
2. Hardcode this condition to true
3. Run npm i && npm run web, verify that the app appears as online.
4. In the network tab, throttle your network connection. Verify that the app goes offline.
5. In the network tab, unthrottle your network connection. Verify that the app comes back online.
6. In your VM, run sudo systemctl stop auth. Verify that the app goes offline.
7. In your VM, run sudo systemctl restart auth. Verify that the app comes back online.

Note that this only really affects web, because other platforms use native APIs instead of polling to determine internet connectivity, and it's generally faster and more reliable. We could turn those off and use the same internet connectivity across platforms, but I'm not choosing to do that right now b/c the native APIs are generally better.

• If any new file was added I verified that:
  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
  • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(themeColors.componentBG))
