Use stateNum to determine report state

Details

We introduced the ability to delete requests and with that $0 reports might become more common. When deleting the last request in a report, we shouldn't show paid and the checkmark to users, so instead of using the hasOutstandingIOU property, we should use the report state to determine if the report has been paid or not
