feat(node): bump node to version 18.17.1

Details

Both E/App and Onyx repos currently enforces developers to use NodeJS 16.15.1. As of September, NodeJS 16.x will reach its End-of-life (EOL), meaning there will be no more updates, patches, or security fixes. Additionally, reactwg/react-native-releases#64.

Using an outdated version of NodeJS not only exposes the application to potential security vulnerabilities, compatibility issues, and prevents developers from leveraging the latest features, optimizations, and improvements available in newer versions of NodeJS, but it will also block us from updating the App to RN 0.73 or higher versions.

PROPOSAL:

1. Change package.json to require NodeJS 18.17.1 and NPM 9.6.7.
2. Change .nvmrc to require 18.17.1.
3. Change TestSpec.yml to use .nvmrc (if possible) or 18.17.1.
4. Fix build-desktop.sh to drop npm bin usage since it was removed in NPM 9.x, and use npx instead.
5. Bump react-native-onyx to 1.0.103.
6. Bump @vercel/ncc to 0.38.0

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.

  • The component has the minimum amount of code necessary for its purpose, and it is broken down into smaller components in order to separate concerns and functions
• If any new file was added I verified that:
  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
  • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(themeColors.componentBG))
• If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.

@roryabraham Sorry, I've been busy working on wave 8 features. Last time I worked on this feature, the jest tests were failing after I bumped react-native-onyx to version 1.0.103. I'm not sure if the app is ready to work with the latest changes to onyx but I'll get back to it once I'm done with these.
