remove withOnyx from user tooltip

Details

Proposing a solution for optimizing BaseUserDetailsTooltip component for web by removing withOnyx HOC and replacing it by passing user details by props.

For now implemented it fully only in one list for testing purposes. If we decide to go with this proposal, I'll replace all the rest of occurencies.

I did the same benchmarks with the same scenario as in #30333 to compare the results - HT account, report screen focused input and pressed cmd+k.

1. Main branch - between 150ms and 355ms, avg 236ms
   
2. Main branch - between 847ms and 1122ms, avg 989ms on x6 CPU slowdown

3. This branch - between 36ms and 138ms, avg 68ms 4. This branch - between 209ms and 737ms, avg 400ms on x6 CPU slowdown

Results

Comparing this results, there is a 3,5x improvement and 2,5x improvement when using 6x CPU throttling. Also rendering single component went down from 4,9ms to 0,1ms
