Tests

Checkout this Web-E PR

1. Have userA that sends a message to a room where userB is also a member
2. Make sure userA is singed in on web and has push notifications enabled
3. userB Flaggs the message from userA as Bullying
4. Verify that userA gets push notification with the whisper targeted to them and no push notification with the whisper targeted to userB
5. Repeat the above steps with userA signed on desktop App

• Verify that no errors appear in the JS console
