Offline tests

1. Go to workspace setting page (/settings/workspaces)
2. Open the expense workspace that enables the feature "Workflow" before
3. Open More feature (/workspace/policyID/more-features)
4. Turn off "Workflows"
5. Open the devtool => Application => Storage => IndexedDB => OnyxDB => keypairvalue
6. Search the "policy_${policyID}" with the policyID is the current policy
7. Verify that the below data is set:

• Scheduled Submit (Delayed Submission) off (harvesting.enabled = false)
• No approvals (Submit & close) - approvalMode OPTIONAL
• Reimbursement choice - reimbursementChoice: "reimburseNo"

Tests well. during testing I have noticed once issue #38445

The problem is with the approval section of workflows, where we use the isAutoApprovalEnabled but its not correct flag to use here as we do not return it from the backend.
