Reverts #40169

Details

We've decided to revert this since it introduces a bug where we won't pause the SequentialQueue processing when it notices we're missing onyxUpdates - causing the app to not be reliably up to date. More context here https://expensify.slack.com/archives/C06SCNUBB28/p1712948023511979
