Don't call GetNewerActions when not comment linking

Details

Calling GetNewerActions is never needed if we are not comment linking. This makes sure we do not call it for regular chats.

Before:

loadNewerChats is called and GetNewerActions is called

After:

loadNewerChats is called but we return and GetNewerActions is not called.
