Make <Avatar> related code more consistent

• this is a cleanup issue that changes almost no logic
• a while ago 2 PRs changing avatar related code were merged: Use fallback user avatar in cases where the user is unknown to us #41846 and Generate Workspace Avatar Color based on PolicyID instead of Workspace Name #39637 - this PR cleans up
• I found 1 place where passing avatarID was missing for policy
• I tried to improve typing for Avatar component where type would be linked to avatarID being string or number, both using a union and mapped types but its too much work to rewrite the app for this to work. In many places we render <Avatar using icons and Icon.id is of type string | number | undefined which makes the whole thing too complicated

@s77rt is this something you could take a look at? this is a very simple PR, just some followups to clean things up.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
