Cancel SearchForReports api calls before making new one

Details

While typing in the search field, we use debouncing. However, if a request takes longer than the debounce time for any reason, it gets queued. This can cause a lag, especially on slow networks or during temporary slowdowns on the backend. It also explains why it is hard to reproduce it.

We want to add logic to cancel pending request just before new request is made.

Tests / QA Steps

(web only)

1. Open the search page
2. Open the network console and filter for the Search API.
3. Throttle network speeds to slow 3G.
4. Start typing, then wait a moment and see the Search API be sent.
5. Before the slow request finishes, start typing again, then stop and wait.
6. Verify that the previous pending request is cancelled and replaced by a newer one.
