Save timezone with first message vs after throttle delay

Details

I ran into a problem while testing Chronos, which is that when you sign up and immediately go to set up Chronos, you'll get an error when setting your vacation weeks. That's because the timezone NVP is unset and the command doesn't handle it well. I have a backend PR to set a default, but I also wondered why timezone wasn't passed to the backend. It's expected to be set by AddComment. Then I found that we have this throttle so it's only updated every 5 minutes. However, the throttle is initialized poorly, so that the first update doesn't occur until 5 minutes after the lib is loaded.

Now it will update on the first call, then only every 5 minutes thereafter.
