Fix issue with IOU amount

Updates the logic in BaseTextInput to fix an issue where we were unable to delete the first digit in the IOU amount page.

Tests

1. Navigate to + > Send money.
2. Enter an amount with at least 2 digits.
3. Verify that you can delete all the digits.
4. Navigate to Settings > Profile
5. Verify that the first name text input works as expected, i.e. we can enter text, edit and completely delete it. Also verify that the labels work as expected, i.e. they move up when the input is focused and has text in it and moves down when the input is empty and unfocused.
6. Navigate to Settings > Payments > Add payment method > Debit card
7. Run step 5 again for the Name on card field

• Verify that no errors appear in the JS console
