• This PR creates a new method to generate random reportIDs in the client
• This PR also adds a method for creating optimistic reports, which will be used in thee LHN API refactor doc

Tests

1. Add console.log(createOptimisticReport(getParticipantEmailsFromReport(report))); to this line
2. Update the simplified reportObject to be a variable, and log it before returning
3. Create a new chat
4. Make sure the generated report looks like the real one, but with a randomized ID. Refresh the page a couple times to confirm
