Upgrade actions node version

Problem

• we met GitHub Actions Node.js 12 deprecated warning message
  • https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/

Solution

• upgrade action.yml node version
• upgrade @actions/core version to resolve https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/
• update package-lock.json

Test

• we use our forked repository's action and slack notification is working well 😃
