Is your feature request related to a problem? Please describe.

Application profiles of ISO19115 may require that some fields that are optional in ISO19115 become mandatory.
Mandatory fields at the moment are hardcoded in the UI template.

Describe the solution you'd like

A configuration option is needed in order to make the desired fields mandatory.
If a mandatory field is not filled, the user should be warned on the UI that such field needs to be populated.

Describe alternatives you've considered

Override the whole template in the profile app.

Additional context

Before adding this feature, the issue #7034 should be resolved.
