ABARES Catchment Land Use Map 2023 - prod description and metadata

This PR includes a product description and stac metadata index to support indexing of the 2023 ABARES CLUM dataset into the prod and dev databases.

There is a new product folder under GeoscienceAustralia/dea-config/products/others/ titled abares_clum_2023. Its contents include:

• an odc-product.yaml
• a stac-item.json
• a thumbnail.jpg
• updated readme.md documenting the process used to generate the above files.

Thanks, this looks like a great start. There's a few things I think should be fixed before we merge/upload/publish this..

I've committed those changes (and learnt some useful things!) and I think this PR is ready to review/merge again?
The only comment that I left unchanged was a suggested edit to the dataset citation. To keep it aligned with the DOI citation, I left the publication year unchanged.

It's uploaded to the DEA public data bucket, and indexed and available in the dev environment.

I'll index it in DEA Prod once we've checked it's okay in Dev.
