Update workload-identity submodule from v29 to v34 #3196

This PR does the following:

  • updates the workload-identity submodule from v29 to v34

Very minor changes requested. It appears to me that our integration tests have succeeded, but I do not believe that the scope of those tests includes proper validation of GPU functionality. Please confirm with the GKE team whether this is the case. If it is, then manually test GPU functionality with nvidia-smi or similar job.

@RachaelSTamakloe I don't believe these changes require TPG 6.x. if you agree please modify the PR title from "use 6.x" to "be compatible with 6.x" (or similar wording conveying meaning)
