It'd be good to show the date when the tutorial was most recently updated, in place of the date of the first publication.

The intended meaning of that publication date is the date on which the document was published, not the date on which a revision occurred.

If a document is substantially rewritten or updated, then it makes sense to revise the publication date to indicate the publication of the new version. We have done that for some significant rewrites. However, the change to this document made in October does not warrant this update.

If we change the publication date on this document to the date of a minor change, then we would have different semantics between the date on this document and what that date means on the 200+ other documents in this repository.

We are considering a future feature of indicating both a publication date and a freshness date, but that is not yet implemented.
