Cloud Function - fix docs and test, fix regexp for name

Several cloud function changes in one:

• Fixes Increase character limit for names of Cloud Functions from 48 to 63 hashicorp/terraform-provider-google#5088
• Fixes Update Cloud Functions datasource docs hashicorp/terraform-provider-google#4171
• The _vpcConnector test is flaky as of jan 9 - I filed a bug against upstream because this didn't seem to solve it, but the IAM binding should exist before we try to create the VPC connector anyways, and I'd like to not use the default network in tests.
