Add diffsuppress for dataproc cluster labels

This is the same problem dataflow runs into. This is the approach we've been using for that: https://github.com/GoogleCloudPlatform/magic-modules/blob/master/mmv1/third_party/terraform/resources/resource_dataflow_job.go.erb#L37
