add support for MatchesPrefix and MatchesSuffix conditions

Adds Support for MatchesPrefix and MatchesSuffix

Considering the failing VCR-test I have no clue however.

Running test in https://ci-oss.hashicorp.engineering/buildConfiguration/GoogleCloudBeta_ProviderGoogleCloudBetaMmUpstream/312565 as it doesn't run in VCR (this is access restricted, so you'll be unable to access it. Sorry!)
