Add Backup for GKE BackupPlan Resource (beta)

I assume some of the fields in this resource are updatable? Did you test the update functionality locally? Would you mind adding update tests for those fields? Currently we only support update tests in handwritten and those test files are located at https://github.com/GoogleCloudPlatform/magic-modules/tree/main/mmv1/third_party/terraform/tests. Please let me know if you have any question!
