Need to add golangci-lint into pipeline

https://golangci-lint.run/

The execution is simple

golangci-lint run

DOD:

  • Hardcode current latest version explicitly (no latest version)
  • Whitelist of allowed linters is not required - let's use all of the for now
  • Add bage to the README.md
