feat(vector): add conversion between vector and string

What's changed and what's your intention?

1. Conversion functions are provided to make type conversion more intuitive, but retain the implicit conversion of the distance function.
2. Allows users to receive binary representations of vector values.

Added functions:

• parse_vec
• vec_to_string
