feat: add prefetch support to PuffinFileFooterReader for reduced I/O time

What's changed and what's your intention?

Introduced PuffinFileFooterReader with prefetching capability to optimize reading of the footer from S3. And set the default prefetch size to 1KiB. To reduce the inefficiency of discrete small S3 IO operations.
