Build a postgres backed rds database, also scaffolded a VPC and security group around the db :) Unintentional security because I can't even login to run sql queries and build up some basic tables ✨✨✨

- Add vpc and throw db into it.
- allow ingress and egress (hopefully)
- disable invalid flags, manual username/password
- vpc with public, private, and db subnets
+ ingress/egress blocks
