Allows SDL changes to be more readable. STATEDIFFS contain VERSION, ADD, REMOVE, and UPDATE entries

This is really cool, but it's been blocking on server support for 4 months now. I'm going to close this for now. I've made note of its existence on the wiki page. We should definitely add server support for this at some point in the future and reopen this PR. |

This isn't really complete, as the server will need to support the new SDL syntax as well, but the client doesn't asplode, so this part is okay at least.
