This fixes the error we're getting about
vcpkg upgradein a non-classic mode project, as well as unifying the Linux and Windows CI into a single workflow file.It also builds 3 Windows versions instead of just 2:
My plan was to get automatic publishing set up, but I didn't get that far... but these still seem worth merging now.
