[maint] Removed VC 2013. Added VC 2022 #2988

VC 2013 is so old that it's not downloadable from anywhere.
VC 2017 is still available as the "oldest" one.
VC 2015 could be still around, but it's also no longer supported and no longer downloadable.

Not sure if we still need to "support" VS 2013. Newer versions of VS Studio can still use the 2013 SDK.
@lewk2 your thoughts?

I would vote kill off 2013 for sure, without even thinking about it - it's EOL from MS.

For VS2015 - that is the edition that started the whole 'serviced runtime with compatibility' - so MS now allow you to keep sometime compiled on VS2015 nicely serviced with VC runtimes issued with later studios...

At Cinegy, we were using VS2015 in older supported releases of software, but not in the main development branches (I think that was at VS2019 at least).

However, older releases would never take a significant version update (and any minor changes would surely still compile on VS2015 build agents internally.

It's a long way of saying - I'd also drop VS2015 support as well. In fact, in another PR of mine, I think I already dropped it and added VS2019 support instead.
