This is a partial pre-release for integration testing purposes. This release contains ARM binaries for MacOS, el8, and Ubuntu. These binaries are not compiled with HSL. Compared to https://github.com/IDAES/idaes-ext/releases/tag/3.5.0-beta.1, these binaries contain a workaround for a Mumps-Metis incompatibility.
